Title 1 Census Boundary Analysis

 

The Title 1 federal allocation formula to districts uses US Census socioeconomic data. To make those calculations, the US Census has its own set of school district map boundaries that follow Census Block boundaries. Hence, your US Census school district boundaries may not match the legal boundaries of the district; however, the district would want them as close as possible so its allocation is as accurate as possible.

For a few of our redistricting clients, Mapping Strategies has already identified wrongly assigned blocks and submitted documentation to have those identified US Census blocks, and thus any future associated allocations, reassigned to the correct districts.

The US Census Bureau would like ALL districts to review their boundaries.

USDE uses US Census Small Area Income and Poverty Estimates (SAIPE) in determining Title I Allocations.  SAIPE uses US Census school district boundaries in making these estimates. 
Correct boundaries are necessary to receive the correct allocation.
The School District Review Program (SDRP), conducted by the U.S. Census Bureau every two years, is of vital importance for each state's allocation under Title I of the Elementary and Secondary Education Act as amended by the No Child Left Behind Act of 2001, Public Law (P.L.) 107-10.
The school district information obtained through this program, along with the 2010 Census population data, survey data, current population estimates, federal tax information, and tabulations of administrative records data, are used in forming the Census Bureau's estimates of the number of children aged 5 through 17 in low-income families for each school district.
These estimates of the number of children in low-income families residing within each school district are the basis of the Title I allocation for each school district.
